Battery Energy Storage System Request for Proposals

Cobb EMC is an electric membership corporation headquartered in Marietta, Georgia, serving nearly 215,000 electric metering points in Northwest Georgia. On behalf of Cobb EMC, EnerVision is issuing this Request for Proposals (“RFP”) and soliciting proposals for battery energy storage systems (“BESS”) that will contract through an EPC with its subsidiary, Gas South, LLC.

This RFP is intended to engage qualified BESS developers to offer competitive proposals to supply the engineering, procurement, and construction services to provide two projects to Cobb EMC. Cobb EMC is requesting proposals for two separately located 5.0 MW/20.0 MWh BESS under turnkey pricing structures for the scope of services requested in this RFP. Cobb EMC will provide the sites prepared for construction (potential site locations attached), the step-up transformer, utility metering, and other interconnection equipment. Cobb EMC’s distribution system operates at 12.47 kV grounded wye. The maximum allowable transformer size on this system is 2500 kVA. For the GSU step-up transformer, Cobb EMC prefers a 3-phase, Yg-Yg or Yg-Y winding configuration but will rely on the vendor to confirm the optimal winding configuration for efficient and safe operation of the system.

Cobb EMC intends to utilize the BESS to reduce its wholesale power supply costs through system peak demand reductions and improve distribution system’s reliability and operations at the associated points of interconnection. Cobb EMC anticipates cycling the BESS at least 1 time per day to capture the necessary peak reductions and operational benefits.
